Why is the Scottish transfer deadline later than England?
The deadline is set by the Scottish FA, with club feedback gathered through the domestic game. Reporting around this year’s decision says clubs wanted extra time after the major European markets had closed.
There is a practical logic. Scottish clubs often operate lower down the transfer chain: an English side may need to finish its own business before deciding who is surplus, available for loan or ready to be sold.

Potentially, yes. A genuinely out-of-contract player can still be signed outside the transfer window, although domestic eligibility and squad-registration rules apply.

For Scottish clubs involved in UEFA competition, a signing completed on 3 September can therefore be perfectly valid domestically but too late for the European league-phase List A. List B has separate eligibility rules and can be updated later.
