What is a deal sheet?

A deal sheet is the Premier League’s last-minute mechanism, not permission to begin negotiations after the deadline. It confirms that two clubs have reached an agreement but require additional time to complete the remaining paperwork.

With the window closing at 23:00, the form cannot be used before 21:00 and must be submitted in full before the deadline. Once accepted, the club has a further two hours, until 01:00 BST, to provide all outstanding documents.

The process is straightforward:

  2. A completed deal sheet is submitted between 21:00 and 23:00.
  3. The remaining documents are provided by 01:00 at the latest.
  4. The club announces the signing after receiving approval and completing its media materials.

Why are some transfers announced after the deadline?

Registration and the public announcement are separate processes. A medical and the required forms may already be complete while the club finishes preparing its announcement. That is why a transfer can be made public after midnight without having been registered late.

International transfers also require clubs to use FIFA’s Transfer Matching System. Work permits may add another layer of paperwork for overseas players, while loan deals require their own documentation.
